Power is the worst predictor of battle outcomes in Age of Origins, and the fastest way to learn that is to lose a march to someone with half your numbers. Formation, troop type matchups, officer loadouts, research, and whether the defender was garrisoned or reinforced all move the result more than the power figure on either city.
Defense is its own discipline. Attackers pick the timing, so your job is to make the attempt unprofitable rather than impossible — the right garrison ratio, reinforcements that arrive in time, and troops hidden where a raid cannot reach them. Getting zeroed is recoverable, but only if you understand what happened first.
